What India's migration and mobility agreements with European states actually give

The German Federal Cabinet adopted a Skilled Labour Strategy for India on 16 October 2024 with 30 measures. The agreement grants no visa, national law still decides.

A migration and mobility agreement grants nobody a visa. It is a framework between two governments inside which visas, recognition of qualifications and return procedures get settled. The German Federal Cabinet adopted a Skilled Labour Strategy for India on 16 October 2024, carrying 30 concrete measures. The application still runs under national law.

The distinction matters because news of these agreements tends to be read in India as though a door had opened. The door stays where it was. What changes is the length of the queue, the standing of the paperwork, and the capacity of the embassy.

The German case is the clearest one

Germany's Skilled Labour Strategy was drafted under the Federal Ministry of Labour and Social Affairs and the Federal Foreign Office. The measures it names are administrative, which is exactly why they are useful: reducing bureaucratic procedure, digitising visa issuance for Indian applicants, expanding German language teaching in India, job fairs run by the Federal Employment Agency, and advisory services for Indian students in Germany. The strategy builds on the migration and mobility partnership India and Germany signed in 2022.

The scale is recorded too. According to German Labour Ministry statistics, 137,000 Indians were in employment subject to social insurance contributions in Germany in February 2024. During the intergovernmental consultations in October 2024, the German side stated its intent to raise visas for skilled Indians from 20,000 to 90,000 a year, as reported at the time. That is an intention, not an entitlement.

What the agreement does and does not do

What the agreement doesWhat it does not do
puts both governments at one table on visas and recognitiongives no individual a right to work
adds digital visa capacity and appointment slotsdoes not change the legal conditions of a permit
builds a framework for recognising qualificationsdoes not make a degree automatically valid
connects language and skills programmesdoes not remove a language requirement
sets cooperation on irregular migration and returndoes not make undeclared work lawful

The third line is the one most often misread. A framework for recognition does not mean a degree is accepted on its own. Recognition remains a separate file, and its first step is in India: state level authentication of documents and then the Ministry of External Affairs apostille, which costs 50 rupees per document with the authorised agency charging 84 rupees per document. That process is set out in the apostille of Indian documents.

Germany is not alone, and not every agreement is the same kind

India holds a second and older instrument in Europe: social security agreements. The Ministry of External Affairs page on social security agreements lists 22 countries and territories, among them Belgium, France, Luxembourg, the Netherlands, Hungary, Denmark, the Czech Republic, Germany, Finland, Sweden and Austria. These are not about migration. They are about pensions and contributions, so their effect begins after the job starts.

So when a news item reports an agreement between India and a European state, the first question is what kind of agreement it is. A mobility agreement changes the speed of a procedure. A social security agreement changes the route your money takes. Neither of them changes the conditions of the permit.

The real permit chain in Germany is set out in the German work permit chain, and the separate route for highly qualified roles is in the EU Blue Card. For employers working this corridor, the procedure is described on the employers page.
