International hiring from Serbia

Werklist Serbia helps workers access verified jobs abroad and helps employers hire reliable candidates.

Dedicated candidates from Serbia. Screened before employer review. Prepared for international work.

Why hire candidates from Serbia?

Serbia is one of the most direct labour corridors into Germany and Austria. Under the West Balkan Regulation (§ 26 Abs. 2 BeschV), administered by the Bundesagentur für Arbeit, Serbian nationals can take up almost any non-regulated job with a binding offer and an annual quota of 50,000 approvals. Recognition of a formal vocational qualification is not required for those roles, which makes Serbia a fast lane for hospitality and construction crews who are ready to work but would otherwise wait out a long Anerkennung process.

For employers, that turns a trade-tested Serbian candidate into a worker on site in roughly 10 to 12 weeks. Werklist Serbia registers each vacancy with the National Employment Service (NSZ), screens for real hands-on experience in kitchens, hotels, and on construction sites, and presents only candidates who can pass a trade test and hold up under a German or Austrian contract.

  • Hospitality crews who already know the floor

Serbia has a deep hospitality labour pool feeding its own resort, hotel, and restaurant economy. Werklist Serbia sources line cooks, chefs de partie, waiters, baristas, housekeepers, and front-desk staff who have already worked full seasons under pressure. Most need no qualification recognition under § 26 Abs. 2 BeschV, so a binding offer from a German or Austrian operator turns into a deployment in roughly 10 to 12 weeks.

  • Construction trades, tested before review

Construction is the other Serbian strength. We draw masons, steel fixers, formwork carpenters, tilers, painters, plumbers, and electricians from active sites around Belgrade, Novi Sad, and Niš. Each candidate is trade-tested against the actual role, and welders sit a practical check before the shortlist is sent, so a Bauunternehmen sees skill it can verify, not a CV claim.

  • CNC and automotive supply for Tier-2 customers

Serbia's automotive supply base trains CNC operators, machine setters, assemblers, and quality controllers for Tier-2 work feeding Bavarian and Austrian plants. It is a secondary strength behind hospitality and construction, but a real one: candidates read drawings, run modern machines, and understand takt and shift discipline before they enter a hiring process.

  • An established diaspora across the DACH region

Several hundred thousand Serbian nationals already live and work in Germany and Austria, and the wider diaspora runs into the millions across generations. New arrivals land into existing networks, which lowers the social risk that drives early attrition. Werklist Serbia screens for candidates who treat the move as a long contract, not a trial.

  • Workplace German screened before departure

Most Serbian candidates reach functional German at A1 to A2, and many in hospitality already hold B1 from prior seasons abroad. Werklist Serbia screens language against the role: kitchen and site roles to a working level, guest-facing and care roles higher. Where a contract sets a specific threshold, we prepare candidates before departure and through the first 90 days.

Common questions

Realistically 10 to 12 weeks from a signed job offer to first arrivals on site in Germany or Austria. The critical-path step is the preliminary approval (Zustimmung) from the Bundesagentur für Arbeit under the West Balkan Regulation, which typically runs 2 to 4 weeks once the file is complete, followed by a national visa appointment at the German or Austrian mission in Belgrade. NSZ vacancy registration on the Serbian side and the work-contract check run in parallel.

The West Balkan Regulation is § 26 Abs. 2 of the German Beschäftigungsverordnung (BeschV), the Westbalkanregelung. It lets nationals of Serbia and five other West Balkan states take up almost any non-regulated job in Germany with a binding employer offer, without recognition of a formal vocational qualification. The Bundesagentur für Arbeit may issue up to 50,000 approvals per calendar year. The quota was raised from 25,000 on 1 June 2024 and the regulation was made indefinite, so it is no longer a temporary scheme.

The National Employment Service (Nacionalna služba za zapošljavanje, NSZ) is the Serbian public body that regulates employment abroad and registers vacancies. Werklist Serbia files the role with the NSZ with occupation, qualifications, wage, work location, and contract terms. The NSZ has operated since 1921 and runs branch and local offices across the country, which gives us a regulated channel to source candidates rather than relying on informal referrals.

For the non-regulated occupations the West Balkan Regulation covers, no formal recognition (Anerkennung) is required, which is the main reason the corridor is fast for hospitality and construction. Regulated professions such as medicine or nursing are the exception and still need recognition first. For trades like electrical or gas work, the employer's contract sets any site-level certification, and Werklist Serbia coordinates the documents so candidates clear it inside the standard onboarding window.

Most candidates sit at A1 to A2 German, enough for safe communication on a site or in a kitchen. Many hospitality candidates with previous seasons in Austria, Germany, or Switzerland already hold B1. Werklist Serbia screens language against the role and prepares candidates before departure and through the first 90 days where a contract requires a specific threshold.

Under most German and Austrian placements, the employer covers the national visa fee, the work authorisation, the one-way flight, and accommodation on arrival. The candidate covers passport issuance and any medical checks. Werklist Serbia writes the cost split into the offer documents before deployment so nothing is renegotiated after a candidate lands.

Werklist offers a replacement candidate within an agreed window of typically 30 to 60 days at no additional placement fee. We screen for stability and realistic expectations before employer review specifically to keep early attrition low, and the established Serbian diaspora across the DACH region means most arrivals land into an existing network. Our 12-month retention rate is 84%.

Hospitality (line cooks, chefs de partie, waiters, baristas, housekeepers, front desk) and construction (masons, steel fixers, formwork carpenters, tilers, plumbers, electricians, welders) are the core. As a secondary strength we place CNC operators, machine setters, assemblers, and quality controllers into automotive Tier-2 work for Bavarian and Austrian customers. Candidates are matched on role, experience, language, and documentation.

Yes. After we share the shortlist (CV, certificates, trade-test results, work history) employers run video interviews with each candidate. Some operators come to Belgrade for an in-person casting with a practical test, which we can organise in about six weeks; others handle screening remotely. The contract is signed only after the employer confirms the shortlist, and welders and CNC operators are trade-tested before they reach it.

A 30-minute call to scope the role, a draft job description with wage and accommodation terms that match comparable German or Austrian conditions, and authorisation to Werklist Serbia to register the vacancy with the NSZ and prepare the West Balkan Regulation file. A corridor-fit assessment lands within one business day of a brief, whether you go with us or not.

Connect with Werklist Serbia

Werklist Serbia operates as a local recruitment and coordination office for candidates, employers, and partners involved in overseas hiring.

Werklist Serbia works at the source of the hiring process: finding, reviewing, and preparing candidates in Serbia for employers hiring in Germany, Austria, and the wider European Union. The Belgrade branch is built around local recruitment, candidate verification, document collection, interview coordination, and practical preparation before a worker enters an international employment process.

Serbia is one of the most direct West Balkan labour corridors into the German-speaking market. Under the West Balkan Regulation (§ 26 Abs. 2 BeschV), administered by the Bundesagentur für Arbeit, Serbian nationals can take up almost any non-regulated job with a binding offer, with no requirement to have a vocational qualification recognised first and an annual quota of 50,000 approvals. This gives employers fast, legal access to candidates who are ready to work.

Serbian workers are strongest in hospitality and construction. The country runs its own resort, hotel, and restaurant economy and a busy construction sector, so cooks, waiters, housekeepers, masons, carpenters, tilers, plumbers, electricians, and welders arrive with real hands-on experience. A secondary strength is CNC machining and automotive supply, where operators and quality controllers feed Tier-2 work for Bavarian and Austrian plants.

Hiring from Serbia is not only about finding available workers. It requires local sourcing, identity checks, work-history review, realistic expectation setting, document readiness, vacancy registration with the National Employment Service (NSZ), and coordination with the German or Austrian side of the process. Werklist Serbia is designed to make that controlled before candidates are presented to employers.

The branch supports recruitment for blue-collar, semi-skilled, skilled, and operational roles, depending on employer demand, candidate availability, and destination-country requirements. Typical profiles include hospitality staff, kitchen crews, housekeepers, construction tradespeople, welders, CNC operators, assemblers, drivers, warehouse workers, and other practical workforce categories.

Every hiring project starts with the role. Candidates are reviewed against the actual job: experience, availability, German language level, documentation status, salary expectations, contract understanding, and readiness to work abroad. Where required, candidates are interviewed, trade-tested at an in-country casting, shortlisted, and prepared before the employer makes a final selection.

Werklist Serbia also supports the administrative side of overseas hiring from Serbia. This can include document collection, NSZ vacancy registration, preparation of the West Balkan Regulation file for the Bundesagentur für Arbeit, contract coordination, medical and travel preparation, visa support, and communication between the candidate, employer, local partners, and destination-side teams.

Werklist Serbia supports companies and partners looking to hire Serbian workers, recruit from Serbia, source candidates for Germany and Austria, manage foreign-worker recruitment, and coordinate international employment processes from Belgrade. Work is carried out in line with applicable laws, employer requirements, recruitment rules, immigration procedures, and destination-market conditions.
